Haiti – Health: The MSPP could receive a donation of $ 55 million The Ministry of Public Health and Population (MSPP) could receive a donation of $ 55 million from the International Development Association (one of three World Bank subsidiaries) to support the implementation of its project « Strengthening Primary Health and Epidemiological Surveillance in Haiti.  »

This project aims to increase the impact of the Ministry of Public Health on population development in Haiti by strengthening primary health services and infectious disease response capabilities. The Project will support the delivery of services and the implementation of infectious disease surveillance and control interventions, particularly in the Northeast, North West, Central and South departments.

To achieve the objectives set, the Project will rely on 4 components:

Component 1: Strengthening the Delivery of Primary Health Care Services;
Component 2: Strengthening Surveillance and Control of Infectious Diseases;
Component 3: Strengthening the management capacity of the Ministry of Health;
Component 4: Response capacity in case of emergency.

The positive effects of this project will be considerable, however, the implementation of certain activities could also lead to potential negative effects on the environment (eg safety, treatment and disposal of medical waste). The Project, which has been classified in Category B, must comply with the World Bank guidelines and policies on environmental safeguarding and with Haiti’s regulatory framework in the field of the environment.

In order to minimize the potential negative effects and maximize the benefits of the project, the project requires the development of an Environmental and Social Management Framework (ESMF).

The World Bank wants to ensure that donations or projects and programs submitted for funding are not likely to pose a danger to the environment and people. Therefore, the Environmental and Social Management Framework (ESMF) is a tool for establishing an environmental and social selection process and determining, depending on the scale and nature, the potential environmental and social potential of the activities. projected, as well as appropriate mitigation, compensation, support and optimization measures. The ESMF defines the monitoring and surveillance framework, as well as institutional measures and arrangements, training needs, capacity building, and other assistance to be provided during the implementation of the project.
